man that looks pretty good. a few things...
1. The Line levelers, your gains on them (I think) are supposed to be right at 12 o'clock. Not sure where the stock position is for the HPF on the LL's
2. I would however set the HPF on both amp channels somewhere around 70-80hz.
3. Do a system reset as that looks to be wired pretty well
So if you turn your radio to 13-14 clicks almost at max it's not that loud? Maybe I missed something in those pics.......

It should be louder. Maybe the reset will work, but "in theory" 28v is 28v to the speakers. The plus side is that at 300X2 you can raise those gains a little more to 34V if you needed to, but you shouldn't have to. 200W is a TON of juice to some 6.5's.
Yeah the more power you give those speakers you are going to have to cut some of the lower frequencies. 6.5's can't produce subwoofer frequencies...70-80hz HPF should keep them safe.

The gains on the LL look like they are set at 10:00. What is that gray plastic in there, see pic below? Are these LL new from BT? The first generation LL the default gain setting was 10:00. When BT changed parts suppliers on the newer LL the default is 12:00 as shown in the same pic. Considering you are not getting the volume you should be I would set the gains on the LL to 12:00 then reset the gains on the amp.
