Maybe you should be proactive and go read the rules rather than having someone deliver them to you.

i have been proactive and have tried to communicate with the powers that be, perhaps you might consider keeping your opinion to yourself, unless you are willing to help out with providing the info or the means to find it, or for that matter adding anything of value to the original post.
