Fall Away Test
It's just a check for the bearings in the neck. Shouldn't ever really have to worry about Dyna. I replaced the ones in my Springer every 20,000 miles. That heavy fork was tough on the bearings. Glad I got rid of that bike.
Yep bearings are hit and miss and depends on riding surfaces also, I know when I was riding in Portugal for a few years, the pot holes ended up killing my bearings after 3 years, even with heavy duty springs and fork oil.
Be sure to grease em - like every other bearing of HD's - it's likely dry... or minimally lubricated

I had the exact same problem on my 2011 street bob where i could never get it right center was way off like yours. I was also getting a bad wobble. Got tired of playin with it and took it to a shop and had new barrings, lowrider trees, and new front springs put on. No more wobbles...
