It is LH thread. Red Loctite is supposed to breakdown with heat. The company says 500 degrees F. ( 260 C.) is required. Are you getting it hot enough..??
Do you have the clutch hub immobilized ?

I use a 3/4 impact and lock the two sprockets with a step delrin lock slid in the chain and sprocket.

Be sure to remove chain tensioner nut and drop it to bottom. (That load pushing down can damage it.)

Harley says use a flat bar between gear teeth. (It's safer and tool last longer).

I welcome you to the HDForum and

Yes I heated for very long time more than 2 minutes and the hub Is immobilized well but It doesn' t move at all. Maybe the 1/2 impact wrench Is not enough?? Strange to me

I don't use heat but my 1/2 impact won't do it. I think it's the length of the stroke since even locked, there is flex in chain.

The compensator end takes my 3/4 and air turned up to 100 psi on compressor. Don't over torque that aluminum clutch hub going back together. Use a torque wrench.

Harley's are a bear to work on sometimes. If you use heat, it needs to be Mapp gas to get it hot and stay local. Propane won't do it safely without risk of other damage.

I would get someone to hold bike up. Put a extension on socket and use a breaker bar. Be sure to have a jack stand under extension out were your breaker bar is so the load down out there is in stand. Turn clockwise.

Tell us the model and year bike.

Make sure you are turning the clutch hub retaining nut in clockwise direction...

If you do not have correct tool to lock it stop until you do.

To heat it use a heat gun not a touch. They are not expense and easy to find..

It may not take much . Use a good fitting socket not a wore out 12 point form the tool box.. Inpact drive works well for some but at least have a good Bar.
Do it right or jack it up you choice.

If you use a locking bar between the 2 sprockets it should not be an issue to use a breaker bar with a pipe extension if necessary.. Just make sure you going in a clockwise direction to loosen as dan said.. Never liked the Derlin step tool.. I think they put too much stress on sprocket and trans shafts.. I've made plenty of the flat bars from 1/4"x1" flat stock and radiused the ends...

Never had a problem with clutch, Just a breaker bar. Of course I have a manual, which I wonder is the issue here.
