I've heard alot of different things about it. what is the law about plate location. NY mainly but is it state by state? If so where do you look this up?

Pretty sure it's state by state, but fender or left side lower mount is universal or else the moco couldn't have marketed the Nightster in all 50 states. That being said, vertical vs horizontal mount is an issue as I know in NH they have to be mounted in the same orientation as if it was on the fender. Is this called vertical or horizontal, never can figure that out - LOL?
