Is Harley insane or what? I bought a new bullet headlight and you have to remove the fuel tank to install it?

You can get to the plugs in the neck of the bike by lifting the tank a little. Its easier with it removed but can be done without.

Lifting the tank to have access to the harness I can understand, but to remove it all together. Sounds like a scam

like bbreck said, just remove the tank bolts and slide it back. ORR just remove the front bolt and loosen the rear and slide a block between the tank and the top of the frame. Harness is in the frame under the neck.

I cheated and cut/soldered/heat-shrinked my wires.... best way is to do it the right way (not cutting wires)... but all my connections are in the bucket and sealed well so I think I'm 'aight.

The cross over fuel line wouldn't let me raise the front of the tank enough,
so... I took the tank off to get to the connectors.

What's the big deal? Pulling the tank is a breeze. $1.25 worth of fuel line and $2 for some good hose clamps (the 360 degree types) at AutoZone. Two vise grips and a cut in between and the crossover is gone. QD and two bolts and the tank is off.

Not really necessary to swap headlights but it does make it easier to access the wiring and prevents accidentally dropping tools on the paint.

None of that is necessary. When I changed my light I took the connector in the bucket apart slid the light off of the wires and when I got the new light on I put the connector back together and used it instead of the one that came with the light.

+1 on that. Really! Like FDR said you have nothing to fear but fear itself. Once you've done it you'll wonder why you ever worried.
