Sure you can, my wife rides an 06 LR and I changed out the rear shocks with Progressive 412's. They are the 11 inch size. Lowered the bike at least another inch. She says it made all the difference in the world. I am waiting to see if Progressive has a lowering kit for the front end. I would like to set that down about an inch as well.

Just slide the fork tubes up an inch in the triple trees to lower the front.

The answer to all your questions is "Yes"

But how much money do you have? That's always the problem.

Have 2 10.75" pieces of steel fabricated (whatever shape you desire) by a local CNC shop and then chrome plate them. Bolt on bike in place of shocks and now you have the lowest hard tail dyna there is. Get creative with the design and maybe the back pain will be worth it.
