Wait a minute ... let's clarify a few things because i just realized that I think you have contradicting posts ...

This would mean you need to move the rotor to the Right (away from the Outside Pad)

So which way do you want the Rotor to move? ... Left (clutch lever side) or Right (brake lever side) ?

.

Ok as I presumed ... I edited my Post# 9 above.

Now take out the Right spacer, move the wheel to the Right until the rotor is aligned.

How do you like your wheel/tire placement? ... Measure the gap between your Left spacer and the bearing (or spacer and slider).

Btw, changing ONLY the Right spacer width won't change the rotor alignment

.

For this, I would probably use Feeler Gauges between the Left slider and wheel spacer.

Or if needed, use whatever you got ... coins, washers, etc and then measure that "stack"

Ok, I have to ask, why would you buy lower legs without knowing which model of bike they are off of? And what are you trying to achieve? If it’s just to have them black, I would have just powder coated your stock ones, you know they fit with out all the mods needed. If your going the duel disc route, there are better ways to do this which are pretty much straight bolt on.

First thing I would do is inspect the calipers & see if the pistons are fully retracting back into the caliper, they can get gunked up. Take the pads off & make sure the pistons are flush with caliper face, if they are & you still have problems you can then go with the spacer change to correct the alignment. It almost sounds like whoever did the chroming got it on way to thick, if they aren't used to doing motorcycle parts they can really screw things up, good luck.
