It's not the seat bolt that comes loose, it's the seat nut, the part that stays with the seat. I picked up a new one yesterday and when I install it, I am going to add a washer to press down on the plastic ring and a bolt to hol it there. Maybe the pressure form both will eleminate the plastic ring from vibrating off the nut collar and I won't be loosing them, if that doesn't work I will try the rubber washer.

I'm sorry, this doesn't sound quite right. The nut should stay in the fender. I've never lost one.

I opted for the permanent fix when I repainted my fender. Welded in a steel rib and threaded the holes, haven't bought one of those damn seat nuts in 6 years.

This seems like a good idea. The tolerance is probably only a little bit out, maybe the metal on your fender got a bit warped somehow, so just a little extra "oomph" to hold the seat nut in there will probably be enough. I run mine exposed, never popped out.
