So I then removed positive from starter post and raised jam nut up basically on a hunch. With jam nut raised making no contact to starter I installed pos cable and no issue. Turn key to check functions. Exhaust is off so couldnt start but everything I could check ckecks out. So am I missing some rubber boot or washer separating the jam nut from starter body contact ? There was a little flat washer under jam nut as well. I know I am close now just any advice on how to proceed. Thank You guys for the help.
Sure sounds like you need #19 in JP's post.
Like said if 1 of the insulator pieces are missing you gonna have trouble.

Now you have something to point a finger at you know ain't right.
Using the test light as you did was a damn good idea Sir
