ok so heres my follow up. I found the issue. I hooked up main fuse and positive to battery fuse in. then I took my test light and clamped to battery ground. And frame is hot along with 90% of everywhere I touched. So I pulled oil tank and ran same test again all hot getting rid of the oil tank ground theory. So I then removed positive from starter post and raised jam nut up basically on a hunch. With jam nut raised making no contact to starter I installed pos cable and no issue. Turn key to check functions. Exhaust is off so couldnt start but everything I could check ckecks out. So am I missing some rubber boot or washer separating the jam nut from starter body contact ? There was a little flat washer under jam nut as well. I know I am close now just any advice on how to proceed. Thank You guys for the help.
