Hi, i have a 1999 flhtc and the cranks done. Will a flywheel from a 04 fit my bike? do I need any major machining? The one I can get has about 17000 miles on it! But if it dont fit its useless to me

A couple of things. You didn't mention what the 2004 crank is from, what model. If the 2004 is an 'A' motor, then the crank will fit in your 1999 FLHTC. That being said, your 1999 motor uses a Timken bearing. The 2004 uses a straight roller bearing. You have to prepare the 2004 crank, you need to pull the left side bearing race off the sprocket shaft.
You also need to know how to setup the Timken bearing in the 1999. A factory service manual should be consulted before even trying to pull the 1999 crank out.
