I'm installing a 2-up seat instead of the standard solo police seat as it didn't have a seat when I got it. The front seat bracket doesn't slide under the tank tab despite it appearing to have plenty of clearance. Before I fabricate a new seat bracket that has a 1/4"-1/2" drop for clearance under the tank tab, is there something I'm overlooking? Don't mind the removed tank screw.

 

Could depend on what year your seat is. Come the mid-90s there were frame changes which affected seat design and fixings.
