Welcome to EVOland. Give us some more info about your bike such as year and model, and if it has been modified. Pictures always help too

First off you would be better off if you ran that breather hose to atmosphere instead of the carb.

That milky fluid is water mixed with oil.
At a guess you've had high humidity in your area recently.
Pull the breather hose off and shoot some brake cleaner through it then hit it with some air and your problem should go away.

It is oil/water emulsion, possibly caused by riding short distances and the engine/oil not getting fully up to operating temperature. Another possibility is that if you have changed oil brand recently, it is more susceptible to emulsifying. Used to be a more serious problem way back, when multi-grade oils were first introduced.

Check to be sure your oil fill cap fits tightly. Water may be getting when it rains or when you wash the bike. And yes, more info abut the bike would help.
