I think it is
Can't say for a bagger, but dry weight of my Lowrider is 598 lbs, I go 230lbs, & my ole lady is 180lbs. Do the math. Pulls great to about 3500-4000rpms. Great torque around town. Why I chose this cam. Wanted the torque for 2 up riding, & sweet spot is about 80mph/3250rpms out on the interstate, stock gearing. Average about 36-37 mpg. I put all other upgrade info on my garage page. I like it.

Info
Roadhog96 nailed it's behaviour on this post. Good information. I also e-mailed Andrew's about compression ratio's you can use with the EV13 & the EV27 & this was the response I got. And I quote:
Would love to hear from rider's who have used these compression ratio's, with these cam's. My only concern, with these compression's, and as crappy as gas is today, I don't wan't to be hauling a bottle of octane booster around in my saddlebag's. Sorry for the hijack of this thread. Just trying to get info put out here to aid in your choice, mine, and whoever, shovelhead FXEF. End of hijack.
Ride safe,
Harold
I recommend 9.25:1 (stock is 8.5:1) for the EV13 cam and 9.5:1 for the EV27 cam.
Thank you,
Gary Wallace

On my Softail Nostalgia (1993), I've the EV-13, Mikuni, K&N air filter, high perf Crane roller tappets and the bike gained A LOT of low and mid raw power, comparing it with stock cam. It has stock compression.
When riding in group, I usually cruise at 80/90 mph, and the bike hasn't any trouble getting faster in a hurry if needed (although I like that speed range).
I have the cam from last January. The article Roadhog96 wrote was among the ones I readed, wich made me choose it instead of other options, works like he states.
If I hadn't it, would install the EV-13 again in a heartbeat, Joe Minton did a great job designing it!
Cheers,
