I have a question from my85-86.service manual. Tranny section the tolerance for the bushing to main shaft says(loose) . Does that mean that's where it should be BEFORE I press it into the main drive gear? Assuming it may change after I press it in...
I may be digging in there soon and want to make sure I can do this.

I fairly certain that the bushing is sized after installing it in the gear. The I.D. can change when it's press fit
You'd need one of these, or press in the bushing and take your drive gear and main shaft to the dealer or an indy, they will have the tool or hone it to size. :

There is a machinist slang phrase that reads : slip fit, no shake. Harley Davidson used loose instead of slip fit, no shake.
It looks as if the previous poster has the information that you need. Having that busing finish reamed is the best option and should not be expensive if you have a reasonably well equipped Indy close by. I wouldn't bother going to a dealer. Those guys don't even know that Harley Davidson made motorcycles before the twinkies.
