When you pulled the outer primary off, did you try starting and see how the starter pinion gear is locking up with the clutch starter ring? A grinding starter can be a system of a weak battery.

I'd replace the ring gear.
My preference is the 10-84 set up

The `88 model year used the 9/66 starter gearing, this is the most robust setup but a bit tough on the starter.

To get the ring gear off you have to take the clutch hub off the bike.
Next you grind off the tops of the rivets holding the OEM ring gear onto the clutch hub.
After that you take a punch and a hammer and drive out the rivets.
At that point you take off the damaged ring gear.
Now you drill out the holes the rivets were in going 1 size up on your drill bit.
Last you simply bolt the new ring gear to the clutch hub.

Yeah your battery is definitely toast but you still have chewed up teeth on your ring gear.
