That's norm.
Don't worry!
Keep it in the middle, don't over fill, that might slow it down some.
You might check your blow-by tubes. I use about that and my tube never leaks, no blow-by.
They are like older 911's, Vw's and oilhead/airhead beemers, they are made to use oil.

My wife and I shipped our bike to the USA in 2003 and travelled 3,500 miles while over there. It is the biggest trip I have ever made and kept records for. I used roughly a quart per 1,000 miles, all fully loaded and 2-up. That includes filling it to the full mark. I have never noticed a difference in oil consumption doing that.

I have 75,000 miles on the 2nd engine in my '94 Softail. I typically use about a cup (8 oz.) of oil every 2,000 miles give or take (more in hot weather, less in the cold). Personally, I think a quart in 1,000 miles is pushing the limits of acceptable oil consumption for an Evo.
I tried running the oil level low to reduce oil blowing out the breather. Not only did it NOT stop the blowout, but oil consumption increased significantly. Nowdays I run it full. Remember, oil carries off engine heat. The Softail has a smaller oil supply than a dresser to begin with (3 quarts versus 4), so you need all the oil circulating you can get.
