Not to hijack, but I thought he VOES was off at idle and turned on when the motor pulls 5-7lbs on it?

The VOES is off when the bike starts, but as soon as it starts and gets vacuum it is turned on and grounds the wire to the ignition module. Under load when the vacuum drops, it turns off, removing the ground to the ignition module. When ever the VOES switches off and removes the ground, it retards the timing. If your bike is idling at around 600 rpm or better, you will have high vacuum, and the VOES will be turned on.
