Tool Bar; is it me or did it disappear?

Default Tool Bar; is it me or did it disappear?
The tool bar to post links, images, etc. seems to have mysteriously vanished.

It's gone for now. I can't get it on Win 10 or my Android. Hopefully it will be fixed soon.

Started yesterday.
Can only see the “cheap” version of the site.
Selecting “View Full Site” no longer works.

ETA: just selected “View Full Site” again and it’s baaaaack.

It's back on my Andriod, the drop down menus are working too

No toolbar on win 10 tablet
Yes toolbar on Android phone
