Stock fork spring rate on most Harley models is too soft so you get wallowing. Proper spring rate fixes that but then it's nice to have speed sensitive damping instead of the stock fixed orifice damper rod which can be harsh with proper spring rate.
A good bang for the buck is Race Tech's spring and emulator kit approx. $180 from a discount vendor. Knowing how to mod/set-up the emulator, oil viscosity and level is key to get the most from the kit.
I've got a basic set-up that many have been happen with given small changes per application.
