You can tuna piano, you can tuna radio but you can tuna fish...........OK it's early.
I first need to admit ignorance if there is a better answer. All I know is that the rate on a springer is controlled by the torque or turns on the compression nuts for the springs. THe shock on the Harley springer front end serves as a dampener, and help remove oscillations from a bump. Depending on riding style, the springs seem to take a set, and you may need to retorque or check the nuts to give the "ride" you are looking for. Adjustable rate is based on spring compression or squeeze.
