If I recall correctly they did not change the RK front-end until 2001.
I seem to think the 1999, and 2000 models had a 3/4" axle on the front and rear with tapered bearings.
In 2001, they moved to a sealed bearing on both front and rear, and also changed the rear axle to a 1" @ which time they also changed to the 4-piston calipers & swaped swapped swingarms.
Now in 2K8, both axles are 25mm. and have brembo brakes which use a larger 'floating' rotor - the swingarm also changed again...I'm not sure of any other frame/chassis changes for the new model year.
I put a 2001 front-end and swingarm on my '99 - and I seem to recallall the abovebeing the case. My memory is god-awful tho. We ended-up custom fitting a set of set of 2k1 wheels onto my Pops '04 Ultra Classic around the same time - we had to have the rear wheel drilled to accomodate the larger axle...SO - all that being said, I think I just managed to give myself a brain embolism.

If you stay with the '99 front-end, you should be able to use any wheel that will accept a 3/4" axle. Same goes for the rear.
