Default Bearing Race/ Seal Depth

I just picked up a 94' softail custom w/ high miles. I pulled the wheels to get new tires mounted and decided to replace the front bearings while I was at it. My new manual didn't come in until after I re-mounted the front tire. The diagram shows a washer inside of the race on the right side of the bike. There was no washer in my hub and the bearings/race do seem to be bit deep on that side. Anybody have any input?

1) what wheel? 21 wire?

Did a search and only 2 bikes came up. Guess my ESPN isn't working so good.
*Would be easier for me if you provided all of the information so I would not have to guess and give you the right info the first time.

For a 21" Wire:
Right to left:
40910-84B WHEEL SPACER
43654-86A SPACER
47519-83A OIL SEAL
9052 ROLLER BEARING
43650-82 SPACER WASHER
43668-82 SLEEVE (laced only)
43672-84A WHEEL HUB W/ BRGS
