Default fork oil level

had a leaky fork seal so tried a seal swell auto tran. fluid to see if it would help. I did both forks and added the recommended 12 ounces to each fork. when checking for stiffness there is none. it does not have near the resistence as before. I should have but didn't measure the amount that came out ,but I thought at the time that was a lot more than 12 ounces that drained out of each. is it possible I have progressives that require more oil than factory? would it be wise to keep adding an ounce at a time to see if they stiffen? I was looking at taking both out and rebuilding them so I guess if worse comes to worse i'm just back at square one.
