You are correct. Your vehicle will be entering into a database and you won't be able to register unless your inspection is valid.

At least not living in Dallas, where inspections are 3x what we pay living in a small town, it's not that bad.

Luckily, North Carolina stopped stickers years ago but you still need a useless inspection. Last time I went in for the inspection the guy never even looked at the bike and only asked me for the mileage.
When I was stationed in Massachusetts in the Service the inspectors would give you the decal and you kept it in your wallet or where ever you kept your registration. On a bike, it can't be seen by a rolling police car like on a cars windshield so I think making a bike display it somewhere doesn't cut it.

Actually, we don't have tunnel tolls, toll roads (except for a couple of optional toll roads in SoCal) or safety inspections here. We do have some bridge tolls though.
