Sounds like tricky loading. Most of the Washington State ferries put the bikes at the head of the holding area & load them first, at the front end of the main deck; I've never seen one on an upper level. First-on & first-off makes riding a bike a real advantage. The comment about using the rider for chum would work here -- lots of sandsharks in Puget Sound that would be happy campers!
