You are thinking of this the wrong way. Investors are running. Wall Street does not think Harley has a future. They have waited too long to try to do something. The new models they just introduced should have been released a decade ago. Investors have been warned a zillion times over the past decade that the Harley base is shrinking and if they don't do something to attract a new audience to replace the riders that have retired or died off, they are finished.
