Have also experienced ballooning too due to wind.
What I have done is changed from carrying riding gear (jacket & chaps or overpant) plus rain gear to buying dual purpose gear. Functional riding jacket that is waterproof plus waterproof overpant. No more carrying a riding jacket, rain jacket, chaps, & rain pants. Not an easy decision to spend the money to replace riding gear that still has useful life, but my goal was to minimize what I have to bring along. Hope you have luck finding what works best for you.
I would suggest doing some research, review ratings online. Many options out there. Personally I like a textile jacket, HD offers some in their FXRG series, which I currently am using along with Joe Rocket Ballistic 7.0 overpant. I would also suggest making sure whatever overpant you might be interested in has melt resistant material on the lower leg. Fly Racing has some options available for jackets & overpants too. A lot of what they offer is geared toward the sport bike rider, but they offer items more suited for the cruiser/touring segment too.

I’ve yet to have my Aerostich R3 “leak”. Depending on which helmet I’m wearing a tiny bit of water can roll down my neck into the suit. Some form of neck gaiter prevents this.
Frogg Toggs tend to leak in the crotch. I think there are a few reasons for this. They could make the seat out of different material but then they won’t be such a bargain.

Yup! +1 on Aerostich. I bought the seperates- so I can just wear the jacket typically and zip the pants to it when I want full cover or added warmth. As you mentioned above, they can get bulky to pack but for me it just works. Riding in the desert I added a wet vest and opened the vents- pretty much did the trick...pretty much lol
