I just purchased a 2021 Ultra Limited and considering putting on Cobra Neighbor Haters. I don’t want this ride to be too loud like my Heritage that had V&H twin slash slip on’s.
Any suggestions are truly welcome.

I think "Neighbor Haters" should be a really good clue as to your anticipated DB levels.

I've see more than a few NH mufflers for sale because they ended up being too loud. So if you live in a neighborhood with houses close by, I'd consider something else.

The S&S MK45 4.5 inch slip ons have a nice rumble at idle and cruising, but have a bark when you get on it. Same with the S&S Grand National 4.0 inch slip ons Fuelmoto has several options as well. Some of the Rineharts and Bassani slip ons sound similar.

Really like my S&S GNX's for a good mix of slight rumble at idle/low RPM - to keep the neighborhood off my case but barking decent at speed.

Of course I like what I use...as do most guys here.

Khrome Werks 4.50 HP-Plus pipes saddled with KW Torque-Monster Inserts. Not obnoxious. Plenty of volume without ear-itation. Great bass tones and the kind of rumble that turns heads when you pull up. Doesn't hurt that they're some of the best looking pipes and tips I've ever seen. No bias of course!

I put a set of the V&H 16763 I got on Amazon for @450. Not too loud. Those with a big KN air cleaner set up no tune was necessary. Nice tone and you will hear it when you hit the throttle Im LE and leave for work way earlier than most and I’ve had no complaints (even nowadays) about noise. Then I found the V&H try dual head pipes for @ 475. had to tune to eliminate popping. Either way they are economical and they sound and look very cool

Here's a thought.....just save your $$$$ and leave it stock. Not sure why everyone thinks they need to change their exhaust when they buy a bike. Especially a touring bike.
I got so tired of wasting money for the "right" exhaust that I finally got fed up and put my stock mufflers back on, and guess what? I LIKE the way they sound!

I have Neighbor haters on my Street Bob and don’t think they’re really that loud.

They are not loud riding or at idle. If you want, I could measure the db’s at idle.

the biggest reason i changed my exhaust was not so much for the sound, though i do like the way my new exhaust sounds compared to stock, but more for the look. i absolutely despise the tapered look of the stock mufflers. especially with the extended saddlebags.

picked up a set of the se full flow exhaust system, which moves the cats to the mufflers under the saddlebags, for a great price. as is, they are very quiet. they have a secondary baffle in them. so if you remove the one, there is still a baffle in them. increased the volume slightly, but deepened the tone substantially. still a quiet exhaust, which does not bother me in the least. but, imo, looks great.
