Neighbor was a motorcop in Milwaukee he used to park it in his driveway at lunch time and we would swipe the "wand" off his trunk lid, anybody else out there know its purpose?

The "wand" was used to mark tires and set the timing of a parked car. As the cop drove by, he would mark the rear tire with chalk. If on the return driveby the car was still there, he would issue a ticket. The wand held the piece of railroad chalk. He could mark it without stopping.
I would love to have a servicar just for putting around town.

When times were tough these machines were money makers / saversfor municipalities small and large alike. Actually, Harley-Davidson sold its own OEM "Branded" Tire Chalk for parking enforcement purposes- not entirely unlike that of the "Branded Clothing" that helped get H-D through the depression era...These police group equippedmachines were alsomanufatured with left hand throttle which freed up the right hand to employ the wand or chalk stick, and not, contrary to the "popular belief" held by some,for the purpose of freeing up the gun hand for the officer to shoot the bad guy whilst in hot pursuit. Don't laugh, I actually read that once in an inept article...
