Two new laws dealing with the use of wireless telephones while driving go into effect July 1, 2008. Below is a list of Frequently Asked Questions concerning these new laws.
Q: When do the new wireless telephone laws take effect?
A: The new laws take effect July 1, 2008.
Q: What is the difference between the two laws?
A: The first prohibits all drivers from using a handheld wireless telephone while operating a motor vehicle, (Vehicle Code (VC) §23123). Motorists 18 and over may use a "hands-free device." Drivers under the age of 18 may NOT use a wireless telephone or hands-free device while operating a motor vehicle (VC §23124).

I don't know, but it always seemed to me the problem with cell phones is that the person on the other end has no idea what's going on around the car. Most passengers would stop talking when traffic demands the drivers full attention and resume the conversation once traffic clears. A person on the other end of a cell phone will talk nearly all the way through a fatal accident. If they heard the driver scream "oh god" they would respond with "what is it, what's wrong, what's happening" rather than just shutting up until the driver speaks to them again. As such simply not letting them hold the phone to their ear will stop many accidents. That they are holding a phone is, to me, only an issue when you need both hands on the wheel to control the vehicle such as you ran off the road.

I hope its better than the law they passed here in Washington, which also takes effect on July 1.
In this state its only a secondary offense. The same with text messaging. So, if you are speeding while you're texting, or talking on the phone, the cops can write you up for the cell phone law. I hate it when they pass laws here with no teeth.

How about making a citizen's arrest? Pull over lady! BS! I had a young girl on a cell pass me on the right. Problem was, I was turning right and in the far right of the road. She got pizzed at me! Like I was the forked up one!

This is a great law, I hope this comes where i live soon. People dont realize that when they are talking on their cell phones while driving thattheir mind is NOT on the road but on the conversation, i have had so many close calls with people chatting away.[:@]

I´m happy for you.We´ve hadthat law for a while now here in my state (no cell phone orwalkie talkieat all not even if using a hands-free device)

Won't make any difference they just do it anyway. NY has no cell use by driver in cars and every other car is on it. And every LEO is too!

A main street in my town has an LED sign up on the weekends that says "PUT YOUR CELL PHONE DOWN!" . . . it's pretty cool
