I see homeless people with cell phones and they keep theirs charged, ask around. (Los Angeles is AWESOME!!)

I bought this one http://www.whitehorsegear.com/powerl...socket-18-inch , works great. I'm not sure about a $3 one, but maybe ....... the ones I found only have a 9" cord, I like the 18", gives me plenty to play with and put it in the bag, charging while I'm riding.
