Default Non abrasive method

Let me start off by saying I do not ride a Harley. I have an Indian.
Regardless, I think I have a method that is really easy and won't damage your expensive chrome. Use a heat gun and a soft cotton terrycloth rag. Do not use a microfiber or other synthetic material rag as it will melt making thing worse. Fold the rag so you don't burn yourself. Heat up the plastic or rubber material to soften it and wipe off. Most if not all of it should come off. Follow up with a good quality chrome polish that has a mild abrasive.

Use a nickel to scrape the substance off the chrome. Won't scratch. Guy at Daytona bike week 2011 at the bikini bike wash showed me that trick.

Look online or at hardware stores for BRASS WOOL. Sometimes, you can get Bronze wool cheaper. BRASS WOOL won't dull your chrome. Try to gently scrape off the excess rubber from your boot, but gently - even a sharp razor can scratch. Steel wool can dull chrome. My wife has left rubber boot marks on my exhaust before. A friend turned me on to BRASS wool - great stuff! Good luck.

i'm cheap....i grab a square of aluminum foil and crumple it up into a ball and grab a bottle of dihydrogen oxide

wet the ball of aluminum, wet the surface, run the aluminum over the spot....don't muscle the aluminum into the spot, the key is reps

unfold and reball the aluminum ball frequently to create new nooks and crannies in the ball to take the contamination off the surface as you glide it over the surface of the chrome
rewet and keep wet, again the key is reps

aluminum is softer than the chromium surface and will not mar it...you can use wd40 in place of water, no real benefit though

Or 0000 steel wool
