I "wave" to everyone on two wheels if I'm not busy controlling the bike. Whether they wave back is up to them. And I don't consider it a greeting as much as I consider it a little prayer for them to keep both tires down, and have a safe ride. But that's just me.

I wave at anything, even rode kill and if they do not wave back I turn around around and pull in front of them and do a brake check. Did not use to be like this but these stupid wave post made me do it.
Never thought of it that way, but I like that idea. I figue if you're on 2 wheels you "get it" and I like to acknowledge that. Doesn't matter to me what you choose to ride. In the winter I drive a Jeep Wrangler (after the snow falls) and they are the same way. Would rather wave and NOT get acknowledged that to be the a$$ that doesn't wave at all.
