Slip-ons aren't going to do anything much. And saying it's a dog doesn't really describe much. So what's it doing and what do you want it to do?

Carb'd or Injected?

Slipons will give you less back pressure, but not much 'seat of the pants' change. If it's carb'd you can try going to a larger jet(s), and a more free flowing breather. If injected, might need a tuner, if one is available. Maybe Power Commander2 or 3 without USB. I believe the PC3 USB will not work with the EVO, check to be sure tho. Not sure what other brands support the EVOs. A different breather for the injected would help also, but it may actually need a tuner then...

(tuner = fuel management system)

Free-er exhaust, needs free-er intake air flow. More air, needs more fuel. And thus begins the cycle...

Yep, it was...

At least on the TC88. My '99 RK came with TC88. Both EVO and TC88 were available in '99. That's when first TC88 came out. Saw another thread earlier today that was speaking of an EVO with fuel injection. Dunno 'bout that myself...

With carb it's less expensive to change out the jet(s), air cleaner, and get some more oomph too!

Besides that, you might try adjusting the carb first. See if that helps...

EFI was around then, my 96 RK was available either carbed or efi.

Proper Carb Jetting, an EV27 Andrews Cam, NGK Iridium Spark Plugs, & K&N Air Filter combined made a very significant improvement on mine. It was a dog, now it hauls ***! Very worth while upgrades, and I'm still seeing 47 MPG around 85 MPH.

I have a '98 FLSTS Heritage with an EVO and it's carbed.

I installed a Dynojet Kit, a Stage I A/C, and a set of "straight" Samson Fishtails.
It sounds great and idles really slow and deep.

I hardly ride mine but I need to "tinker" with it to kick the MPG's up a bit.
I have it running too rich, which is OK for no more than I ride it but I wouldn't want to take it on a long as I only get about 40 MPG's.

I would recommend then next time he's tinkering with the card to go ahead and replace the intake seals. It's cheap to do (little bit of work) but it the old ones are "sucking air" it could make the bike run crappy and it can also cause overheating or engine damage.
