Default muffler difference for softail slim

does anybody knows the difference between the softail slim mufflers for the american market and for the international market?

64735-08A MUFFLER ASSEMBLY, REAR, CATALYTIC (CHROME)

64728-08 MUFFLER ASSEMBLY, REAR, CATALYTIC (INTERNATIONAL ONLY, ENGLAND) (CHROME)

I think the England models have flapper valves in the exhaust?

Yes but just on the rear cylinder, at the end of the header, does not involve the muffler.
I guess It is the Cat that is different, but I am not sure.
