Having to play with Cali standards is going to limit your choices. If you're going to stick with a HD tuner go with the SE Street Tuner. It's $250 in the SE catalog I believe.

 

It depends where you are located. Don't visit a dealer, go see an indy.

They don't care about cat's in the exhaust, epa malarkey, or state regs.
There are so many good indy's that will take your bike to the next level
and give you the performance you are seeking.

Southern Cal has some of the best tuners and builders in the industry. Don't be afraid to shop around
