Default 99 Road King options

Hi yall im new to this forum, I always rode Honda's until last september when i bought a 99 road king police. I absolutely love the bike and wonder how i ever rode anything else. When i bought the bike it had a set of oval slip ons installed but there is no brand stamped on it. The previous owner removed the baffles, I need to get it dyno tested because its obvious that its either getting too much or not enough fuel. But i wanted to ask if anybody had any opinions on fuel packs or tuners or something that will have similar effects on the bike. I dont really need more power but obviously it is always welcomed. I would however like to get better fuel mileage if possible. thankyou in advance for anybody who replys with helpful insite or opinions

99 is an Alpha n EFI system (looks at throttle position and RPM) In that vintage, Power Commander tuned with Tuning link is perhaps fastest with great results.
