How wide is your seat? Generally only the rear passenger portion is next to the bags and it is thinner than the rider portion. Got a pic of you seat on the bags?
If that seat has those rubber screw in bumpers under that sit on the fender or frame you can put spacers under them and use longer screws. Same with the tab at the back if that's the case. Or even make a new tab with a drop bend. The local Ace has bins of rubber bumpers.

There are two brackets bolted to frame on each side of bike.
The two bolts or zeus fasteners in each saddlebag then attach to those two brackets.
Place a spacer or ( 4 washers) under each bracket and then use longer bolts for those brackets.
The saddlebags will then angle away from frame.
