Not being a smarta$$ but I have to ask, did you have the front end turned all the way to the stop before trying to lock it?

Closer inspection i have found the little pin that drops down does not line up with the groove it is supposed to sit in in the forks, anyone have any ideas what maybe the cause, its almost like the pin has moved backwards away from the little groove in the forks.

I have played around alittle bit with it and can now lock the forks but not as they are supposed to be locked the pin misses the groove but locks beside the groove if you can follow what i mean.

Default Fork Lock Removal

There is a lead plug and then a set screw to be removed... and also the steering stem must be removed
