If you want a TC to have a rough idle put in a cam like a Woods 6 or 7 or some Tmans. The thing you are looking for is LSA, Lobe Separation Angle, somewhere around 100-101 degrees.
High lift with a tight overlap which in this case you hear at low RPMs. !000 RPM is rough running.
