There are some HID systems which 'dip' from high to low, by moving the bulb in the reflector, but I suspect you will get a kit that includes the appropriate ballast. HID lights do not tolerate being switched on and off like normal bulbs, so it is unlikely you will find a twin element HID bulb with separate high beam.

What brand is your current HID light?
DDM Tuning, for example which is what I have, uses the same HID bulb & same 35w ballast, but mounts the bulb in a movable housing so the shield sends light to the upper part of the reflector on low, and lower part of reflector on high. But that dual HID setup requires a totally separate wiring & bulb mount than the single HID system.
There are some kits that include a single bulb that has an HID lamp and a halogen filiment lamp in the same housing with HID used for low, & halogen used for high beam.
But in most cases, the ballast has to be carefully matched to the HID lamp, or weird things happen. You might check with the outfit that made your HID setup & see if there's a good retrofit to allow you both hi/lo.
