Default 21 to 24 tooh sproket

1974 stock wheels and tires.
Just put on my 24 tooth sproket and realized there are clearance issues...
I dont really want to take any metal off of the original case or cover.
Does anyone know if I would have the same problem with a23 tooh or
a 22 tooth??? Just looking to reduce a littlt vibration on the highway
without giving up too much low end torque....
input is greatly appreciated
