I recently found a very straight to the eye looking 39 springer (#4) and swapped it on from my 46 springer. I used the rockers, anxle, and spacers off the 46 which rode straight, never had issues.
With this 39 it wants to veer right and I got speed wobbles going 60mph. Took it off tho k it could be something with the cups or bearings but discovered that there's a 1/4" gap with the axle and sleeve nuts off. Is there something I'm missing here? If not, maybe the legs are slightly bowed and my eye can't tell.

Sometime in 46 they made the switch to an offset front end, not 41. The neck angle changed after 41.
As i know it the flatheads stayed with the 18 inch wheels and war knuckles were all in line 41 on — the 46 was after the war and thats when they went full 16 wheels as the war was all 18 and the inline worked - the USA allowed the 18 inch tires on mass production not the 16 tires - Indian did the same thing 18 inch tires and they were the cleated ones not really a hi speed road tire
