Maybe find someone without a rack that wants one, swap entire tour pack.
I hardly ever use my luggage rack but it comes in very handy sometimes.

You might be able to find someone with a FLHTCU in the same color that would swap. They came without the rack and the color and pinstripes from the same year should match yours. Otherwise, you can order a lid from your dealer or an online source, whichever you prefer.

Yep ... a heads up swap for someone who is going to add a rack would be a great deal.

the rack makes a good handle to open and close the lid plus it keeps finger prints off of the bike also might save a mark or two from getting on the bike they seam too come out of no where but how about a different rack they all have the same footprint if you will what about the small air wing rack you can even add a third brake light tail light on it and might not be that expensive as a new lid

If you buy a new lid make sure it does not have holes in it already.
Any decent parts guy will handle it for you. Bring your checkbook.
Me, I would just plug the holes with something waterproof. You may
decide later you could use a rack after all. If you ever sell the bike
the buyer will appreciate getting a rack.
Edit. To plug the holes I would first just get the shortest round head
bolts that would hold a nut, chrome or stainless steel, seal with a rubber
washer, and call it a day. Result would be four shiny spots instead of
a luggage rack. Now I will think of other things. Ride on.
