I felt the same way coming off a cable bike. Felt like there was a 1/4" dead spot when you first twisted it. I removed the grip and there was a good bit of play in the interface between the bars and the grip control. I carefully added a little epoxy to the throttle control housing to take up the difference, without welding it to the bars. Then tuned out the remaining part of it with the PV2.

If you have a tuner, like a powervision, it allows you access to change two tables and one control field to change the TBW feel. You can adjust the TBW settings from OEM, up to 1 to 1, and have an instant, albeit "twitchy", throttle response. You will need access to change: Throttle Blade Control, Throttle Blade Control Alternate, and Throttle Table Transition Gear.
However, hesitation can be caused by other than just the TBW adjustment, you should make sure your bike is running well, properly tuned, and has all required maintenance up tp date.... before messing with the TBW settings.
