Default anti drain back

This has probably been asked before, if so sorry, but if anyone can link me to the answer, I'd appreciate the help.

Is an anti drain back valve required in a Twin cam oil filter?

I am no engineer but I do cut my filters when I change them. They all have had Anti Drain back Valves in them. The valve prevents un filtered oil from draining back into the engine. It also prevents an air bubble from forming in the filter. To the best of my knowledge, all quality filters have them. If any one knows otherwise, please enlighten me,
