Default Primary oil level?

Manual (13 Touring)says to add 38 oz., nothing about oil level. I filled primary then looked in manual.
I checked Haynes manual for 99-08, it says even with bottom of clutch diaphragm spring (upright position, not on side stand), but picture arrow points at bottom of 6-bolt disk which is almost twice smaller than clutch spring.
How do you check level?

You asked and I will tell you what I have done on my last 4 TC's, 2005 FLHR, 2007 Ultra, 2011 FLSTC and my 2011 FLHR since 2005 and 108,000 miles: I remove my primary cover first, then drain it. I am on a jack and bike is level. I install 1 qt (32 oz) of Shell Rotella T Dino oil. Done, I don't check it, I have never replaced a compensator little to no metal on drain and no silver color in oil. It has very little clunk into gear and a firm engagement (no slippage) when starting from a stop. I change it once a year late fall.

A common thing is for owners to read the quantity of oil in the manual and simply pour that amount in, but that doesn't allow for some of the oil being retained, despite draining out the old stuff. IMHO the correct procedure is simply to have that quantity of oil available, then fill to the correct level. The best book for reference is a genuine factory service manual, which in my experience will show the oil coming up to the bottom edge of the diaphragm spring. You may have a little oil left over, ready for the next change!

On my 2010 103 Limited the Service Manual says 45 oz dry and 38 oz wet. I put 38 oz in when I change mine every 3000 miles, and don't worry about it, still have the original compensator after seven years.

38 is the answer. That assumes you drained it. That is also a wet fill meaning you did not take the entire primary cover off. The bike must also be straight up when you fill it
Note a 2013 has the standard primary do not confuse it with a newer narrow one.
This is a picture of the level it should be at bike straight up. It is hard to see in there.
You best bet is to just drain it and add 38oz.

Dunno if there's a difference because of the model but my 2014 Softail manual says 32 oz so I just pour a quart into my Breakout primary and I'm done. These are all 103 engines no ?

And when you read these threads on Primary and you see how many ignore the manual. Is there any more question why some have compensator issues.

Where did you get the picture? It shows level about 1/4" below clutch spring lowest point. Spring is grey.

Harley.
You realize there is a little wiggle room you are not going to get it 100% on the mark it is shown as a reference. Not an OMG if you don't get it right here the thing will blow. More miles than you can dream of on Harley. 5 new in last 10 years alone not one primary issue on any of them. And if you want the safe route use F+ in there for lube. Yes others work F+ is the one you will find that most that never had problems use. Go by Oz's to add it to darn hard to see in there and how do you know your are straight up 100%. Enjoy the ride work on when you must. Keep Bubba 6 pack away from it will be fine.
