Default belt belt baby - 81 flh on the road

took this bike in a while ago and it had a bad crankpin - finally got the motor done - went belt belt - pretty smooth - had a hell of a time dialing in the tensions on the belts - the big 3" is a highend goodyear karata belt but it still gets tight when it heats up - anyway - I noticed the two intake lifters bled down as I adjusted them - I did not have to wait for them to bleed down - I'm believe these need to be replaced but I have not come across anyone discussing lifters that bleed down too fast - bike starts like **** and pops and snorts like the pushrods are not adjusted - once I run it 100 yards it runs and idles GREAT - plenty of power - smooth - but after it sits for a while - it kicks hard and just does not want to start - if it sits for a minute - it kicks easy and fires right up - any opinions on lifter bleed down and when to replace lifter inserts when they bleed too fast?
