Definitely a "custom" bike and way too expensive to be put back into "stock" configuration. That said on a non-running bike, I would not go above $2500, and that's a California price (where everything is always more expensive). Spent $2250 on a non-running 1978 FXE model a few years back. It was pretty complete and I had most of what I needed at the time to get it back together into stock configuration tho.

it is Not hard to give an old Shovel (or Ironhead) a once over and decide Yea or Nah...with out any battery even...
If you cannot.... Maybe should look for something else... I have made some Damn great deals on Bikes I had No Idea if they Ran... but...My "checks" worked out Just Right!!!

one thing that i always look at when buying an old bike and all my bikes are old ,is the fasteners/hardware as they can tell you a story.......check them all ....have they been rounded off or are they nice and square, have the slotted and phillips style screw heads been butchered or do they look nicely preserved. do the fasteners look the right size for the job or are they just hasty replacements. This can give some sort of an idea to whether the bike has been loved or gorillered.......looking at the pics from what i can make out they look ok
